Renewed Commitment to Financial Discipline and Institutional Development". Vice Chancellor, University of Gwadar 7th Meeting of the Finance and Planning Committee Held at the University of Gwadar. UGPR | November 13, 2025 The 7th meeting of the Finance and Planning Committee of the University of Gwadar was held at the Pak-China Technical and Vocational Institute, University of Gwadar, under the chairmanship of Vice Chancellor Prof. Dr. Abdul Razzaq Sabir. The meeting was attended by Pro Vice Chancellor Prof. Dr. Syed Manzoor Ahmed, Registrar Dr. Dolat Khan, Controller of Examinations Dr. Rahim Bakhsh Mehr, Dean Faculty of Social Sciences Prof. Dr. Jan Muhammad, Director QEC Dr. Rabia Aslam, Lecturer Department of Education Ms. Shehnaz Noor, and Finance Director Rehmat Ullah (Secretary of the meeting). In addition, representatives from the Finance Department of the Government of Balochistan, Mr. Bashir Ahmed, from the Higher Education Commission Islamabad, Mr. Arsalan Majeed, and from the Governor’s Secretariat, Hafiz Noor, participated in the meeting via video link. The committee discussed financial and administrative matters and approved several key points, including the confirmation of minutes and implementation report of the 6th meeting held on May 15, 2025, and approval of expenditures for the fiscal year 2024–25. Furthermore, the committee approved a revised package for contractual faculty members, the Adhoc Relief Allowance 2025 for permanent employees, and fee structures for MS/MBA programs. Members deliberated on strengthening the university’s financial management, reducing unnecessary expenditures, and adopting sustainable strategies for institutional development. They also shared valuable recommendations for the 2025–26 budget estimates. On the occasion, Vice Chancellor Prof. Dr. Abdul Razzaq Sabir emphasized that financial discipline, academic excellence, and employee welfare are among the top priorities of the University of Gwadar, a rapidly emerging higher education institution. He noted that the University of Gwadar has achieved remarkable progress within a very short span of three to four years. The Vice Chancellor appreciated the valuable contributions of all committee members and acknowledged the participation and insightful input of the representatives from the Finance Department, Governor’s Secretariat, and the Higher Education Commission.
