Provincial Finance Minister Mir Shoaib Nosherwani and Provincial Education Minister Ms. Raheela Hameed Khan Durrani co-chaired a meeting of the Universities Finance Commission in Quetta on September 19, 2025, to discuss the financial affairs of universities in Balochistan. The meeting was attended by Secretary of Education Saleh Muhammad Baloch, Special Secretary Finance Jahangir Kakar, and Vice Chancellors of all universities of the province. On this occasion, Finance Minister Mir Shoaib Nosherwani and Ms. Raheela Hameed Durrani, while addressing the meeting, stated that promoting higher education and resolving the financial issues of universities are among the top priorities of the provincial government, enabling universities to focus fully on their academic and research duties. They said that they considered paying salaries in universities the top priority and that they had largely resolved this issue. However, more deliberation is needed regarding the operational expenses of the universities. On this occasion, Vice Chancellor of the University of Gwadar, Prof. Dr. Abdul Razzaq Sabir, appreciated the provincial government’s step to increase the budgetary grant for universities. However, he made it clear that the amount is still insufficient to meet the essential expenses of the universities, particularly the newly established ones. He emphasized the need for adequate funds to cover the operational expenditures of the new universities. He further stated that changes in the mutually agreed formula for fund distribution among universities have placed small and remote universities, including the University of Gwadar, under severe financial strain. The Vice Chancellor demanded a review of the current formula and allocation of a fair share of operational grants to the University of Gwadar. The Vice Chancellors present at the meeting agreed that a committee comprising representatives of the Finance Department, Education Department, and the Chancellor’s Office will be formed to resolve the issue of operational expenditures of universities, and the committee will present its report soon.
